How do overseas driving license holders apply for a Chinese driving license?

When driving in China, you need to apply for a Chinese driving license. The application procedures are:

I.Applicants go to the Vehicle Management Station to apply.
According to the Provisions on the Application for and Use of Motor Vehicle Driving Licenses, anyone who holds an overseas motor vehicle driving license shall, when applying for a Chinese motor vehicle driving license, go to the Vehicle Management Station (at the place where he or she resides or dwells), fill out an application form, and submit the following proofs and documents:
(1)His or her identity certificate;
(2)His or her health certificate issued by a medical institution at the county level or above; where the applicant comes from a foreign embassy or consulate stationed in China or from an international organization’s representative office in China, a motor vehicle driving license shall be issued under the diplomatic reciprocal principle; and
(3)The motor vehicle driving license held by him or her, if it is not stated in Chinese, he or she shall still provide a version translated into Chinese.

If the applicant is a mainland resident, he or she shall also provide his or her passport or the Hong Kong and Macao Travel Permit for Mainland Residents or Taiwan Travel Permit for Mainland Residents.

II.Testing
After the Vehicle Management Station accept your application, its vehicle management archives system will display the subjects that will be tested according to your driving license status.

The holder of an overseas motor vehicle driving license who applies for a motor vehicle driving license shall take the examination on Subject 1. Whoever applies for a motor vehicle driving license of the permitted type of a large bus, tractor, city bus, medium-sized bus, or large freight vehicle shall also take the examination on Subject 3.

A mainland resident who holds an overseas motor vehicle driving license and has resided in the country or region where the license is issued for less than three consecutive months when obtaining the motor vehicle driving license shall take the examinations on Subjects 1, 2 and 3.

A person from a foreign embassy or consulate stationed in China or a person from an international organization’s representative office in China who files an application shall be governed by the diplomatic reciprocal principle.

III. License issuance
After the applicant has passed all exams, the vehicle administration office will issue the driver’s license within five business days.
