A Letter to Changsha Compatriots Abroad
Dear Changsha Compatriots Abroad,
Our hearts are together though we are far apart. Since the COVID-19 outbreak, a vast number of Changsha compatriots abroad have supported the motherland and their hometown in fighting against the epidemic through various means such as fund-raising and material donations and fully demonstrated a great love for their motherland and compatriots at home. We express our heartfelt thanks and high respect to all of you for your selfless dedication and generous donations.
In this fight, Changsha has conscientiously implemented President Xi Jinping’s instructions on advancing the work of coordinating COVID-19 epidemic prevention and control and economic and social development, along with decisions and arrangements of the CPC Central Committee and the CPC Hunan Provincial Committee. With concerted efforts, targeted policies, and scientific prevention and control, Changsha’s epidemic situation continues to improve. Production and normal life is resuming quickly. The city is enjoying a stable life. Production continues in an orderly manner. Society remains stable. However, we are very worried to see that the epidemic is spreading worldwide and are concerned for the health of our compatriots abroad. Therefore, we fondly state:
1. Strengthen scientific prevention and self-protection.
Always put life and health first. Maintain good hygiene habits. Wash your hands frequently. Be sure to have sufficient ventilation. Minimize being in large groups of people. Have necessary anti-epidemic and living materials ready. Taking relatively closed public transportation such as planes, trains and ships is easy to cause contact infection, and the risk of infection is greater for long-time, long-distance and long-span movement. Therefore, it is recommended to reduce travel as much as possible.
2. Cooperate with the epidemic prevention and control measures and seek help in a timely fashion.
In order to prevent further spread, many countries and regions have taken some prevention and control measures according to their own conditions. Please pay close attention to the official information of your host country and region. Abide by the legal provisions and prevention measures of the host country or region. Respect public order and good customs. If you encounter problems and difficulties, contact Chinese embassies or consulates in your areas in accordance with the relevant epidemic prevention and control measures published by the state, or call the 24-hour hotline “12308” of the Global Emergency Call Center for Consular Protection and Services of the Chinese Ministry of Foreign Affairs for help.
3. If you return report to prevent difficulties.
If you must return to Changsha, Hunan, China, contact the unit and community or village 48 hours in advance. Provide complete and accurate personal information. Avoid countries and regions with severe epidemics en route home. Report as soon as you arrive at unit and community or village. Carefully continue prevention and control measures. Fulfill statutory epidemic prevention obligations. Actively cooperate with health inspections and implement prevention and control requirements. If you are traveling with foreigners, report 48 hours in advance, and help them to go to the local public security organ to apply for temporary residence registration within 24 hours of arrival.
