Changsha Strengthens Inspection and Preventive Disinfection of Imported High-risk Non-cold-chain Container Cargo

Updated: 2021-01-14

The Port Group of the Changsha COVID-19 Prevention and Control Headquarters issued a notice on strengthening the inspection and preventive disinfection of imported high-risk non-cold-chain container cargo on January 13. This was to prevent the import of the COVID-19 virus from high-risk non-cold-chain containers and the outer packaging of loaded goods.

This notice requires strict virus detection and preventive disinfection in the processes of port inspection, transportation, loading and unloading. The cargo owner or the entrusted unloading unit shall be responsible for the preventive disinfection of the imported container goods, and the preventive disinfection of the imported high-risk non-cold-chain empty containers before loading and during cleaning and maintenance.

The notice can be applied to the inspection and preventive disinfection of the high-frequency contact parts such as the outer packaging of the goods, the inner wall of the container and the door handle in the high-risk non-cold-chain containers imported from high-risk countries.

Container cargo preventive disinfection shall not be carried out for hazardous chemicals, grain, feed and feed additives which are not suitable for disinfection, and for commodities without outer packing or whose outer packing is easy to cause the infiltration of disinfection liquid.

Waterway transport is only applicable to container goods imported from cold countries or regions along a transport route at low temperature.

The notice runs until March this year. At the end of March, relevant measures will be adjusted according to the prevention and control work arrangements of the State Council, Hunan and Changsha.
