Government Service During an Epidemic Prevention and Control Period
On January 28, the Hunan Provincial Administrative Management Service Bureau issued an Urgent Circular on Providing Good Administrative Management Service for the Prevention and Control of Novel Coronavirus Pneumonia to all administrative service bureaus (government affairs service centers) in cities and prefecture across Hunan. It requires these bureaus and centers to cooperate in epidemic prevention and control, prevent large gatherings in order to curb the spread of the epidemic, and ensure the people’s life safety and health.
The end of Spring Festival is a peak period for people seeking governament services. Government affairs service centers, which are crowded places are treated as a key place for the prevention and control of pneumonia caused by the novel coronavirus (2019-nCov).
The circular requires all municipal and prefectural administrative service bureaus to remain open (government affairs service centers) and to instruct the public on how “to deal” with government affairs via Hunan Government Affairs Service Network and its APP. It is a hybrid which organizes to minimize the number of people going to the government affairs service center.
Beginning February 3, 2020, the municipal and prefectural administrative service bureaus (government affairs service centers) are scheduled to assign special personnel for: 1. online consultation; 2. technical maintenance and online processing in order to enhance the service efficiency to ensure people can handle affairs smoothly and successfully online.
The circular also requires issuing online assistance and off-line notices or tips, informing the public of the access, the service process and the instruction for online processing in plain language, and publicizing the hotline to make services convenient for the people to handle government affairs smoothly.
Administrative service bureaus (government affairs service centers) used for processing at the government affairs service center requires administrative service bureaus (government affairs service centers) at all levels to formulate a prevention and control plan, arrange special personnel to ventilate, disinfect, and clean service halls, conduct temperature screenings, assist in emotional adjustment and service guidance for people handling affairs, and provide good protection for the staff.
If a person is detected to have a fever or cough, staff will urge them to go to the medical institution as soon as possible and report to the superior in time according to the procedures. The staff should provide convenient and efficient service on the premise of ensuring people’s life safety and health.
