The World Summit of Local and Regional Leaders and the 6th Congress of the United Cities and Local Governments (UCLG) was held in Durban, South Africa between November 13 and 15. A Changsha delegation attended. At the congress, Changsha was elected as a member of the UCLG World Council and Executive Bureau.
The World Summit of Local and Regional Leaders, convened by the UCLG, is the world’s largest gathering of mayors, presidents of associations, and local and regional practitioners from around the world. Its aim is to help local governments solve various challenges brought about by globalization and urbanization by building a global network of local governments to enhance understanding and promote cooperation. In 2015, Changsha, upon recommendation and evaluation, was approved to join the UCLG. In 2017, Changsha became a member of the UCLG Asia-Pacific Council and Executive Bureau.
This year’s summit coincided with the triennial UCLG Congress, attracting more than 1,000 representatives from all over the world. During the meeting, the Changsha delegation participated in the Europe-Asia sub-meeting, the Local Policies & Voices Forum, meetings of the UCLG World Council and Executive Bureau, and the election of the new UCLG chairman and presidium. The World Council has 342 seats, of which 66 are in the Asia-Pacific region. The World Executive Bureau has 116 seats, of which 23 are in the Asia-Pacific region.
During the congress, Mr. Mohamed Boudra, Mayor of Al Hoceima, Morocco, was elected the sixth UCLG chairman, and Li Mingyuan, Mayor of Xi’an, capital of northwest China’s Shaanxi Province, was elected co-chairman. China won 20 seats in the UCLG World Council. The Chinese People’s Association for Friendship with Foreign Countries and 10 Chinese cities including Beijing, Changsha, Chengdu, Fuzhou, Guangzhou, Haikou, Jinan, Xi’an, Yiwu, and Zhengzhou were elected as members of the 6th UCLG Executive Bureau.
During the meeting, the Changsha delegation also exchanged views with UCLG Secretary General Ms. Emilia Saiz; Metropolis Secretary General Mr. Octavi de la Varga; UCLG Asian and Pacific Council (ASPAC) President Ms. Tri Rismaharini; and, other representatives from organizations like the United Nations Organization for Sustainable Development, to promote and introduce Changsha.
After joining the UCLG and being elected a member of the UCLG World Council and Executive Bureau, Changsha will participate in various UCLG activities to expand its influence, increase its international popularity, and build a broader platform for cooperation among UCLG international member cities. Meanwhile, it can also make a “Changsha voice”, tell a “Changsha story”, and have more interaction with the world.
