Changsha and Entebbe became sister cities in 2003. They are the first pair of sister cities since the establishment of diplomatic ties between China and Uganda. Over the years, there have been frequent economic and trade exchanges between the two cities. In 2018, the bilateral trade volume between Changsha and Uganda reached over 2.22 million USD. In 2009, the “Entebbe - Changsha Demonstration School” funded by Changsha and jointly built by the municipal governments of Changsha and Entebbe became a fine example of friendly cooperation between the two cities.

Secretary Hu, on behalf of the CPC Changsha Municipal Committee and the Changsha Municipal People’s Government, welcomed the guests. He said that dearest friends are those who keep in close touch with you though living far away. Over the past 16 years, Changsha and Entebbe have maintained close contact and conducted fruitful exchanges and cooperation in the areas of economy, trade, culture, and education. It is sincerely hoped that under the guidance of the "Belt and Road" Initiative and within the framework of building a China-Africa community with a shared future, the good cooperation relations between both sides will be further consolidated. Changsha will continue to carry forward the friendship, expand economic and trade exchanges, increase education assistance, and strengthen cultural and tourism exchanges, so as to make contributions to deepening China-Uganda comprehensive cooperative partnership and jointly building an even closer China-Africa community with a shared future.

Entebbe Mayor Paul Kayanja said that Hunan plays a very important role in the comprehensive cooperation between China and Uganda, and Changsha’s experience in economic and social development is worth learning. He hoped that Changsha and Entebbe will further expand cooperation areas and promote cooperation to a new level.
