Hunan Yields Impressive Results in Urban and Rural Environmental Infrastructure
The Hunan Urban and Rural Environmental Infrastructure Promotion Conference was held in Changsha on April 8, 2019. The conference announced that 120.5 billion CNY were invested in environmental infrastructure over the past five years, with an average annual growth rate of 16%. More than 800 key projects were implemented to accelerate the marketization and industrialization of water and gas supply; and sewage and garbage disposal. A relatively complete industrial chain is gradually formed.
Over the past five years, Hunan significantly improved its urban and rural environmental infrastructure, which laid a solid foundation for urban population growth and urbanization development.
-Twenty-nine public water supply plants were built in cities at the county level or above, with an increase of water supplying capacity of 1.13 million tons/day and 9.8% higher than that in 2013;
- Twelve household garbage disposal facilities were newly built, with an increase of garbage disposal capacity of 17,000 tons/day and up 54%; and,
-The newly built urban gas pipeline network reached 12,500 kilometers, rose by 93%.
Compared with 2013, water supply pipe leakage in cities at the county level or above decreased by 3.6 percentage points. A total of 14 million people achieved safe and clean natural gas access. The sewage treatment rate increased by 7.5 percentage points. All these help effectively improve living environment. Hunan cleaned up 284 black and malodorous water bodies, including Changsha’s Guitang River and Changde’s Chuanzi River, completing the task assigned by the central government ahead of schedule.
However, there are still some shortcomings in the construction of urban and rural environmental infrastructure in Hunan, mainly due to inadequate facilities construction, unbalanced urban and rural development, and unstructured construction management. There are problems such as low coverage of sewage treatment facilities in towns, substandard sludge disposal by sewage treatment plants in some counties, and lack of investment and financing channels.
"In the near future, Hunan should do a good job in implementing six projects to promote urban and rural environmental infrastructure, including safe water supply, provincewide gas supply, sewage treatment, garbage disposal, black and malodorous water bodies treatment, and efficiency improvement in smart construction,” said Vice Governor Chen Wenhao, adding that Hunan will create conditions for winning the battle against pollution and promoting high-quality development.
