Changsha’s Legal Environment Evaluation Ranks First in China
On December 12, the China Media Group announced the “China Cities Business Environment Report 2018”. Changsha ranks first in terms of the legal environment assessment, which is part of the report in China.
The legal environment is an important criterion for investors. Over the years, Changsha has continuously promoted the construction of a law-based government. The rule of law has become Changsha’s prominent feature, and an important driving force for optimizing the business environment and safeguarding innovative development.
In recent years, Changsha has made great efforts to build a law-based government construction system with Changsha characteristics. It takes service reform and development as the theme of the law-based government construction, and deeply promote the “Reform and Innovation in the Practice of the Rule of Law”, forming a nationally renowned “Changsha Norm”.
It has successively won the “Chinese Law-Based Government Award”, “Chinese Government Innovation Best Practice Award”, “Model City in the Construction of a Law-Based Government”, and other state-level honors. It has the potential to take the lead in building a government under the rule of law in China.
“The legal environment is the soft power of urban competition,” said Xiao Beigeng, dean of the Law School of Hunan Normal University. “The current construction of the rule of law in Changsha will improve the city’s investment environment, promote economic development, and also help raise people’s law-abiding awareness. This move will be spread to other places of Hunan and even the whole country. It will influence them to learn and practise.”
