To vigorously promote educational reform

On July 13, Chen Wenhao, deputy secretary of Changsha Municipal Party Committee, mayor of the Changsha Municipal Government, and secretary of Party Working Committee of Hunan Xiangjiang New Area, emphasized in the research of the city's education work that education, as the embodiment of competitiveness, is the cornerstone for Changsha's development. With the reform vigorously promoting, the city's education would achieve balanced development at a higher level through innovating conception of thinking, following education rules and respecting talents. Vice mayor Chen Zhong also participated in the research.
 
Chen Wenhao and his team firstly conducted a survey in the Education Sunshine Service Center of the Municipal Education Bureau, and then organized a forum to solicit proposals and suggestions from the Municipal Education Bureau, units directly under city government, relevant district and county education departments as well as the responsible persons from Changsha Vocational and Technical College, Changjun High School, Yali High School, Information Vocational School, Astronautics School, Changsha Meixi Lake School and others. In recent years, the municipal committee and government, which focused on building a city with advanced education, have given priority to educationthrough vigorously promoting the comprehensive reform on education; hence, sustained and healthy developments have been achieved in the field of education.
 
By the end of 2016, Changsha had a total of 2,967 schools at all levels with 1.984 million students in school and 143,000 teaching and administrative staffs. The city's gross enrollment rate of three-year preschool reached 92.3%, compulsory education enrollment rate of school-age children 100%, and gross enrollment rate of high school stage 96.7%. Changsha also led in the twelve-year compulsory education with the higher education gross enrollment rate being 72%, all ranking top across the country. As the first city to implement the policy of "primary school begins at 8:30" over the country, Changsha took the lead in the introduction of "rural teacher support plan implementation details" in Hunan province to create Changsha model of "modern apprenticeship", introducing a number of work experience to the whole province even to the nation.
  
Chen Wenhao pointed out that education as a long-range program, should be the top priority. Changsha education reform and the achievement it has made in development both embodied the painstaking effort and sweat of the whole city. To build a national central city, Changsha must be equipped with a tough leadership, professional knowledge as well as advanced vision in the course of education reform and development. The comprehensive development of education, including higher, vocational, basic, pre-school, special and other kinds of education cannot be neglected.To seize the high ground of talent is a must. Education reform, adhering to the principle of planning first, should be vigorously promoted to increase the investment in degree setup and solve the problem of teacher compilation, thus strengthening the standardization of school construction. To give full play to the characteristics of the top schools for forging elite school brands will enlarge the school advantages, achieving a balanced development of the city's education at higher level.


A good headmaster will lead a school toward better, and a good teacher will do the same to the students, Chen Wenhao stressed. In the process of education reform, we should intensify the training of famous and core teachers, establish the talent pool of outstanding teachers and headmasters, and increase our efforts in commendations and awards, forming an atmosphere of respecting for teachers in the whole society. We should increase the rational flow of educational resources, exploring the mechanism of barrier-free flow of excellent teachers. Also, we should expand the autonomy of the school by delegating the power of selecting and employing persons to school in order to standardize teacher management and strengthen the supervision before and after, and at the same time effectively solve the compilation issue so as to better motivate teachers, thus promoting the comprehensive development of education in Changsha.
