Hunan Has Nearly 1K New “Four-Above” Units in First Five Months

Between January and May, Hunan had 976 new “Four-Above” units, exceeding the same period in 2019. The Hunan Provincial Bureau of Statistic announced on June 18 that April and May saw a boom in the increase of “Four-Above” units in the province, indicating the production capacity of Hunan enterprises was fully revived. 

The “Four-Above” units refer to legal entities with designated size or qualification, including:

The industrial enterprises above designated size;

The construction and real estate development and management firms with designated qualification or above;

The wholesale, retail, accommodation and catering businesses above designated size; and 

The legal entities of service industry above designated size.

Their number, size and structure directly determine the total amount and growth rate of an area’s gross value of production, added value of large enterprises, investment and other major economic indicators. 

Statistics showed that in the first quarter, the number of the newly-added units in Hunan dropped by 4.2% year on year, including a decrease of 31.4% in March. In the second quarter, the newly-added number in April registered a growth of 1.2 times and that of in May 66.7%, as the manufacturing vitality of enterprises started to recover.

As of late May, Hunan had a total of 42,133 “Four-Above” units. The number of each type of “Four-Above” units was on the increase compared with the same period last year. 

In the first five months, there were 216 new industrial enterprises above designated size, up 10.2% year on year;137 new construction firms, a year-on-year increase of 87.7%; 188 new wholesale and retail businesses above designated size, growing by 69.4% over the same period last year; 302 new real estate development and management firms  above designated size, a year-on-year rise of 39.2%; and 94 new service units above designated size, presenting a growth of 51.6% compared with the same period in 2019. 

“The impact of the epidemic still remains,” said the person in charge of the Statistics Survey Center of the Hunan Provincial Bureau of Statistics. Since the beginning of this year, the number of “Four-Above” units in the province dropped by 1,231, including 431 service businesses, accounting for 35% of the total.
