Changsha Issues 35 New Rules to Optimize Business Environment
The General Office of Changsha Municipal People’s Government recently issued 35 rules to optimize the city’s business environment. They will come into effect on June 1.
The new rules will expand the business environment optimization work to towns or neighborhoods and villages or communities, comprehensively regulate relevant behaviors, and achieve whole-process optimization and all-round coverage.
The new rules include:
-Vigorously promoting the idea of “Starting business upon receiving the license” to facilitate enterprise registration and cancellation;
-Strictly implementing state policies on reducing taxes and fees to further reduce operating costs;
-Implementing the management model of “comprehensive reception at the front desk, classified examination and approval at the back desk, documents are dispatched from the comprehensive window” to make government services more convenient;
-Implementing an oversight model of random inspection and public release across the board except in key areas of special industries, to make market competition fairer; and,
-continuing to advance policy implementation and ensuring that new officials must not disavow obligations undertaken by their predecessors, to bring the government-enterprise relationship closer.
In recent years, Changsha has made remarkable achievements in optimizing its business environment. Through four special actions, namely, improving efficiency, reducing costs in the real economy, protecting the rights and interests of entrepreneurs, and implementing policies, it was ranked as a national benchmark city for inclusive innovation in building an international business environment in 2019.
At the beginning of this year, the Changsha Development and Reform Commission, the city’s competent department and lead unit for optimizing the business environment, formulated the “2020 Action Plan for Changsha’s Business Environment Optimization Project”. It clearly states that the city will concentrate on high-quality development in the service and manufacturing sectors; put emphasis on facilitating government services and making its business environment more law-based; and, deepen efforts to promote the business environment optimization project.
