Located at the south gate of Changsha City, Tianxin District is the core region that implementing the “resource-saving and environment-friendly society” . The total area of the district is 141 square kilometers. It has a total population of 650,000. It has jurisdiction of over 70 residential communities in 14 neighborhoods. In 2017, the annual gross domestic product (GDP) reached 87.674 billion CNY, a year-on-year increase of 9.4%.
As a city rich in Chu and Han cultures, Tianxin District boasts a long history. As early as the Qin and Han dynasties, the ancient county was founded here. After the peaceful liberation of Changsha City, the Southern District was established. In 1996, it was well-known for the Tianxin Pavilion after the adjustment of districts. Many cultural and historical landscapes are located within the district, such as Tianxin Pavilion, Ancient Baisha Well, Jia Yi's Former Residence, and so on. There are also many modern cultural and sports facilities located here, including New Century Sports and Cultural Center, the Provincial "Three Halls and One Center" (Provincial People's Art Museum, Provincial Geological Museum, Provincial Science and Technology Museum and Provincial Youth Activity Center).

Built in 1924 and covering an area of 40 mu (about 2.67 hectares), Tianxin Pavilion Scenic Spot is located at the center of Changsha city proper. It is known as the first garden in Changsha built to preserve the former site of ancient city wall and the ancient Tianxin Pavilion which is one of the famous pavilions with high historic and cultural significance in China. Now the scenic area is included in the list of national 4A level scenic spots.
