Hunan Issues Implementation Measures for Public Cultural Service Guarantee Law
The 19th Session of the 13th Hunan Provincial People’s Congress Standing Committee voted and passed the “Measures for Hunan Province to Implement the Public Cultural Service Guarantee Law of the People's Republic of China” on July 30, 2020. With a total of 30 items, it will take effect since September 1, 2020, involving public service facilities construction, social participation incentive mechanisms, and public cultural services equalization promotion.
Zeng Donglou, Hunan Provincial People's Congress Legislative Affairs Committee deputy director and Hunan Provincial People's Congress Standing Committee Legal Work Committee deputy director, introduced that, the “Public Cultural Service Guarantee Law of the People's Republic of China” was implemented on March 1, 2017. In order to better promote the implementation of the national law in Hunan, the “Measures” is hereby formulated to specifically refine the principled provisions of the upper law. “In recent years, Hunan's public cultural service guarantee level has improved significantly, but its cultural legislation started late, with a weak foundation and a small total amount. It is urgent to make up for the shortcomings of cultural legislation and provide legal protection for the orderly and healthy development of Hunan's public cultural undertakings,” said Zeng.
Four Highlights of the “Measures” include:
1. Newly built and reconstructed communities should build supporting public cultural service facilities;
2. Promote the flow of public cultural resources to the grass-roots level and rural areas;
3. Encourage social forces to provide public cultural services; and,
4. Solicit social opinions when public cultural facilities need to be demolished.
