i am a foreigner currently living in guangdong province and i want to apply for a family residence permit (not green card) because i have a chinese daughter.  her hukou is registered in hunan. i was told i can only apply for a residence permit in hunan, in the capital city not her hometown, i believe it is changsha. do you have the address and telephone number of the correct office that deals with visa/residence permits for foreigners?
