Demanding justice for the innocent dog

 

I am demanding PUNISHMENT BE SANCTIONED AGAINST OFFICER Hu Hanlin. Such violent and cruel acts from a police officer should be not tolerated. It is a bad public image for the City, and we demand immediate attention to this matter. The Officer Hu Hanlin is in violation of the below:

 

1.Cruel stick kills healthy and harmless dog, maliciously creates bloody violence, destroys social order and morals, and breaks the bottom line of public morals. Suspected of violating the Regulation of the People's Republic of China on Civil Servant Administration.

 

2.He has committed a serious violation of the Regulations of Changsha City on the Administration of Dog Raising by Citizens by Maliciously Enforcing Law Beyond His Authority. Serious violation of the law, handling of an unidentified pet dog.

 

3.According to Changsha City's Regulations on Dog Management, the correct law enforcement procedure is that the Public Security Police first judge whether the dog has a owner, and then report to the Canine Administration Department of the Public Security Bureau for admission according to law. The animal epidemic prevention department shall cooperate with the on-site detention administration according to law.

 

4.The security police who killed the unidentified dog were suspected to have violated the Regulations on the Administration of Dog Raising by Residents in Changsha City and the Animal Health and Epidemic Prevention Law The law enforcement police used brutal and brutal methods to kill unidentified dogs, dead bodies on the streets, smearing the city environment, violating animal health and epidemic prevention laws.

 

5.Requesting the Public Security Inspectorate to verify and seriously deal with the adverse incident according to law — In view of the law enforcement police's gross disregard for the law and social morality, which has had a serious adverse effect on the image of the national government and the public security law enforcement authorities, request that the incident be given harsher punishment and sanctions.

We have received your letter. Tianxin District Public Security Sub-bureau attaches great importance to the problem you reported and we will conduct a detailed investigation. At 15 o'clock on December 31, 2017, Jinpenling Police Station of Tianxin District Public Security Sub-bureau received an alarm from a citizen claiming that he was bitten by a dog in "Modern Space" located at South Furong Road. Police rushed to the scene and found that the caller, Mr Leng (male, 66 years old), was bitten  in his keens. Another citizen, Mr Zhu (male, 23 years old), was also attacked by the dog, unharmed due to thick clothes, which were tore apart.  As the police was not equipped with narcotic guns and the dog owner was not present  at that time, and pistol shooting tended to hurt others, the police  decided to use a wooden stick to kill the dog to prevent it from hurting more pedestrians. According to Article 16 prescribed in "Changsha City Kennel Regulations", owners should take the initiative to control or kill the suspected mad dogs. If failed, they should immediately report to the public security organs and the animal epidemic prevention agencies. According to Article 21 prescribed in "Changsha City Kennel Regulations", outdoor dogs without wearing tags or being led by owners are all treated as wild dogs , which are to be killed by public security organs.

 

Tianxin District Public Security Sub-bureau has released videos related to the dog biting and interview  of victims and witnesses in major media. We urge the public to step up management of their dogs so as to avoid hurting others.
