Keep Hunan and Changsha hills
I realize that the new construction roads and streets often flatten hills. I believe that you should try to preserve this natural heritage of Changsha and Hunan Province. Also this might affect the environment indirectly.

Here is the reply from the Urban-Rural Planning Bureau of Changsha City as follows,
Changsha, as a landscape city featured by green hills, clean water and charming isles, enjoys good natural resources. In order to better protect and make use of the resources, the city has made strict city plans elaborately concerning mountains (hills), water and green space. The overall city planning states that hill protection shall be further strengthened. The hill should be considered as an integrated part when developing forest park and tourist attractions. The hill at small scale with the relative highness difference of over 50 meters should be preserved permanently as ecological greenland. The city planning has worked out specific ecological map, covering water source protection areas, scenic spots, natural reserve areas, forest parks, suburban and wild parks, wetland parks, mountain body with a slope degree higher than 25% and relative highness difference over 50 meters, main streams, essential reservoirs, ecological corridors and segregated green space which are of significance to the integration of the overall ecosystem. It also points out that project developments (construction) are strictly prohibited within the above mentioned ecological protection areas except for the purpose of developing communications infrastructure, municipal public infrastructure, sights of interest, parks, residential hubs for rural residents, and necessary temporary supporting facilities for the development of farming, forestry, husbandry and fishing. In the detailed scheme, it makes clear and strict requirements for and guidance on the key parks, eco green space listed among the city plan.
