Changsha Approved to Build Itself into a National Copyright Demonstration City
Changsha was recently approved by the National Copyright Administration to build itself into a national copyright demonstration city. It has become the fifth approved city in China and the first approved capital city in central China.
Changsha, a City of Media Arts, has brought together a number of well-known industrial brands in the copyright field, such as Hunan Television, Hunan Publishing, Hunan Literature, and Hunan Animation. A copyright industry of considerable scale has been gradually formed.
In recent years, the CPC Changsha Municipal Committee and the Changsha Municipal People’s Government have issued six policy documents to support the innovative development of the copyright industry, centering on the creation, application, protection and management of intellectual property rights (IPRs). Changsha has three copyright works registration sites. It has also developed an online application system to offer one-step online services.
At the beginning of the 13th Five-Year Plan (2016-2020) period, fewer than 2,000 copyright works were registered. As of 2020, more than 10,000 copyright works were registered, 5 times the number at the beginning of the 13th Five-Year Plan period. A subsidy fund of 2.621,122 million yuan was issued for copyright registration.
Changsha has focused on cultivating enterprises of copyright advantages, and discovering model enterprises. A total of 43 enterprises have been cultivated since 2012, including 6 enterprises such as TVZone Media Co., Ltd., and a number of national copyright demonstration units and parks such as Tianxin Culture (Advertising) Industrial Park.
Changsha has established the Malanshan Copyright Service Center. A copyright works registration window and a copyright works exhibition hall have been set up. A copyright service platform has been built. The block chain technology has been applied to the platform.
In the future, Changsha will make efforts to improve the quality of copyright creation. It will cultivate a number of key copyright industry clusters and well-known copyright products. It will form a number of high-value copyright works and core copyrights in leading industries and characteristic enterprises such as Hunan Television, Hunan Publishing, Hunan Animation, machinery manufacturing, artificial intelligence, fireworks and firecrackers.
Changsha will enhance its ability to use copyright. By the end of the 14th Five-Year Plan (2021-2015), the added value of the city's copyright industry will account for more than 7% of the city's GDP, and the “Three Clusters and One Base” of the copyright Industry, with Changsha characteristics, will be built.
Changsha will optimize its copyright protection environment and consolidate its achievements in this regard.
Changsha will improve the copyright service, and introduce a series of policies to encourage and support the development of the copyright industry.
