Changsha Adds “Cross-regional Handling” Service Windows

Changsha Government affairs service halls at the district, county (county-level city) levels have recently opened their “cross-regional handling” service windows that allow people to handle affairs that should be conducted at the places of their registered household residence before. This marked an upgrade of the “One Step Approval” reform in Changsha.

 “We used to have to go back to our hometowns to handle affairs, but now we can have them handled right here,” said Ms. Wang, whose registered household residence is in Liuyang. She is now registering for pension insurance in Kaifu District. 

The “cross-regional handling” service is realized through “Internet + government affairs service” platforms, as part of Changsha’s efforts to improve its government service capability, continuously optimize its business environment, and further deepen its “One Step Approval” reform. 

A working mechanism of “submitting application to the nearest authorities in charge and receiving results from the handling authorities within his or her registered household residence” has been established. This has comprehensively facilitated the implementation of the “cross-regional handling” of 200 “One Step Approval” items announced by the provincial government in Changsha.

Changsha also sorted out 31 high-frequency service items such as “I want to apply for an ID card” and “I want to apply for a new license plate”. The city will set up universal standards and handling procedures for the same item. According to the principle of "who accepts, who handles”, the cross-regional handling mode is implemented across the city.

In recent years, Changsha has improved its online government affairs service in an all-round way to innovate administrative management and services. Online handling, “One Step Approval”, and “24-hour self-service government service halls” have been promoted to effectively meet people’s increasingly diversified and personalized government service needs.

As of August 14, 8,986,000 “One Step Approval” items had been handled in Changsha.
